Borenheim is mostly populated by jorundars, however their borders are open to traders and travelers.
Government
Council Monarchy
The sovereign retains executive authority, including final decision-making in defense and diplomacy, and limited emergency powers. The council, however, holds significant legislative power, controls the budget, oversees the judiciary, and has an advisory role in policy and governance. Shared responsibilities include defense and foreign policy, with the sovereign acting as commander-in-chief and the council having the power to ratify treaties and approve military founding.
The sovereign is chosen by the council upon death of the previous title holder. The council is comprised of the heads of the most prominent houses of Borenheim.
